Brief Description of CPDE International Project

The United Nations Department for Disarmament Affairs (DDA) in partnership with the Hague Appeal for Peace (Hague Appeal) will utilize the funding from the United Nations Foundation (UNF) and parallel funds listed above for the subject programme over a two-year period. The overall objective of this programme is the transformation of societies from cultures of violence into cultures of peace. One goal is to strengthen DDA as a strategic partner with other UN organizations and non-governmental organizations (NGO) in sustaining small arms collection initiatives through peace education.

The programme was prepared over a six-month period (December 2001-June 2002), with the support of a planning grant from UNF. During that period, the Hague Appeal and DDA staff visited the proposed programme sites, conferred with key stakeholders to establish the necessary bases of trust and understanding of local needs, and met with UNICEF and other UN agency staff both in New York and overseas to share perspectives growing out of their work on small arms and peace education.

The "Peace and Disarmament Education" programme will be carried out in selected districts of four countries where "weapons for development" projects have been completed or are under way: Albania (Gramsh and Shkodra), Cambodia (Kampong Chhnang district), Niger (N'guigmi), and Peru (Lima).

This partnership will strengthen the disarmament education work of DDA and its regional centres by drawing on the Hague Appeal's educational resources and its work with community-based organizations. It will train local teaching staff to employ peace education models that have proven to raise academic achievement and reduce violence among school children.

The programme is being developed so that it can be sustained beyond the period of this grant by host country governments and civil society organizations, and it is designed so that successful elements can be replicated elsewhere.
