CPDE Main Project Identification and Formulation
This project was initiated by the DDA as part of its continuing effort to reduce the level of guns and gun violence in the world in the context of international peace and security. In the course of its successful efforts with weapons collection and other related programmes in the four countries targeted for this project, DDA discussed with host-country government officials and with relevant UN agencies the feasibility of bolstering weapons collection with peace education as a means of reducing gun violence and increasing the chances that the positive results of the weapons collection programmes would be sustained.
In designing and implementing such a programme the DDA sought out the assistance of the Hague Appeal for Peace, an NGO with a global network of 130 peace and justice organizations. One of the major initiatives of the Hague Appeal is its Global Campaign for Peace Education. It was on this basis that DDA sought the Hague Appeal's support to develop a Peace and Disarmament Education Programme for use by primary and secondary schools and community institutions in the host countries, and to develop the necessary teacher training programmes. Funding by the UNF for the initial six-month planning phase of this project enabled us to develop a two-year programme to be implemented in Albania, Cambodia, Niger and Peru. Four fact-finding missions allowed consultation with many stakeholders, including national and local authorities, police, NGOs, religious and traditional leaders, teachers, students, and women. Interviews identified resources related to peace education, and seminars (with the participation of local actors) were held in each of the four locations to demonstrate the model of disarmament education programme. During this initial period we also consulted country experts, UN representatives, and members of the permanent missions of the four countries to the UN.
